Background info

Full name: Simeon Ibn Seif

Alias: Simone Fakhouri

Nickname: the slasher of Sashari, the accent-killer (according to Eldrin)

Race: human, with a hint of Elf around the points of his ears

Age: mid-thirties

Description: a roguishly handsome man (hah) with scraggly hair around his ears and a teasing grin. His slick and glib banter covers the reality that he's an assassin and serial killer.

Location: we met him in session 1 as Frei's prisoner in Ghorann's convoy, but both his active area and his reputation stretch all over Breheima, from Thalm Sashari, through the neighbouring badlands, all the way to the Sand Sea surrounding Koh'Shar and The Saltwarf.

Job: we gathered he's an all-round criminal, from thieving over torture to assassination. Perhaps even worse than his crimes-for-pay are his crimes-for-pleasure: he's a serial killer.

Associates:

Since he's a contract killer, he often works with the Sable Serpent, killing for Na'Dir, Danzig, Reva Mehrabi or Saatia Mehrabi

the other bandits in Breheima also know him, including Ishmael Ghorann. Unclear if he works with them.
Since he's a serial killer, his reputation as the Slasher of Sashari is widely known, as evidenced by Frei, a former city guard from Koh'Shar and Enza, an ordinary citizen from Nawa

Our assessment

Friend or foe: he very clearly started as a foe, but through adventure and banter, he developped a relationship with our chaos gremlin Fyllion!

Associated quest:

ENDED: trade him for Frei's re-integration into the Koh'Sharean guard : Simeon managed to escape us before we reached Koh'Shar. We had to trade Saatia Mehrabi in order to help Frei and obtain some gold.
ENDED: thwart his assassination attempts: we discovered he was hired to kill Jahadi (but Aqueel's water elemental got there first) and killed Marduk, perhaps in an attempt to break free from The Sable Serpent?
ENDED: kill him: he executed Saatia Mehrabi on Na'Dir's orders, earning Eldrin's undying hatred... though that might be changing now Simeon is attempting to turn a new leaf. The Young Kraken's crew is very big on granting second chances.
ONGOING: keep an eye out for Simeon or his alter ego: he's leaving the Sand Sea in an attempt to change his life, so we don't know when he'll contact/meet Fyllion again.

Notes:

As a child, he was a slave under a harsh and cruel master. On the cusp of adulthood, he slaughtered everyone in the household, ensuring his freedom and the start of his reputation as The Slasher of Sashari.
All his subsequent kills are (according to him) a way to chase the same thrill of that first night: free, in control, powerful!
He stabbed Ezra in the butt during one of our early fights.
Because of his help in the battle with Na'Dir (during session 16) and because Ezra's not blind to the growing connection between Fyllion and Simeon, they are tentatively making up.
